Over the past two years there has been a plethora of national initiatives and reviews which will impact on the future growth and direction of the development sector. These include the Barker Review of Land Use Planning, the Eddington Transport Study; and the Stern Review into the economic impact of climate change.
The underlying theme is that development, and its associated transport infrastructure, can have a significant impact on climate change – both negatively and positively. There is clear evidence that a comprehensive and high performing transport system is an important enabler of sustained economic prosperity. However, the associated emissions, delay and unreliability of the transport networks can have direct costs to people and businesses.
Managing demand and offering realistic choices of travel mode will become increasingly important at all stages of land use development – from initial inception at the Development Plan stage all the way through to implementation and future monitoring. The Department for Transport has recently issued New Guidance on Transport Assessment which reinforces this holistic approach to undertaking sustainable development.
