Faber Maunsell was appointed in August 2005 to provide support to Transport for London’s (TfL) development of a Rail 2025 Vision. The project involved the testing and development of a strategy for investment in the rail corridors in and around the London area.

Project detail
Faber Maunsell’s role in the Rail 2025 Vision was to develop passenger demand forecasts and outputs for the Do Minimum situation in 2025 using TfL’s Railplan model to inform the strategy development. This involved liaison with the Central 2025 Vision team in TfL to ensure consistency, and also to ensure that the latest LTS matrices were incorporated in the forecasts. Following the development of an initial strategy, the study moved on to test various options for train lengthening, frequency enhancements and new rolling stock.
A major part of this required work on the refinement of major schemes such as Thameslink 2000, and provision of data to third party organisations such as the Department for Transport (DfT). The modelling work involved the development of high quality and unique outputs using ENIF software to examine crowding in terms of passengers/m2 of available standing space, and to provide plots of accessibility to key locations. We also developed business cases for the overall 2025 Vision scheme and for the individual components of the Vision. The initial business cases that were developed were designed to be consistent with the TfL Business Case Development Manual; however, further work was undertaken subsequently to develop business cases that match the DfT’s requirements, using the NATA framework.
