Development of Business Cases and Guidance

Birmingham, UK

Project outline

The prime objective of the project is to improve the body of knowledge within the HA on the potential role of Variable Speed Limits for the management and control of traffic.  It is helping to provide guidance to HA decision makers and practitioners on the relevance and possible transferability of the application, currently in use on the M25 and soon to be operational on the M42.

Contract value

£190,000

Key features

This project plays a key role in sharing information, experience and expertise and identifying how collective knowledge might best be applied to meet the specific needs of the HA.  Furthermore it is seeking to accelerate the time between technology becoming available and its exploitation, again by learning from the experience of others and establishing best practice in ITS pilots.

Skills utilised

  • Development of data processes
  • Data analysis
  • Business case development
  • Development of analysis tools and guidance on their usage

Project detail

The lessons learnt from initiatives such as the Smarter Traffic Management techniques deployed on the M42, can now be set in the wider context of collective experience of applying tools such as Variable Speed Limits, from assessing schemes on the M25 (both the current scheme and in association with planned Motorway widening) and on the M1 (in association with proposed widening and provision of HOV lane.).  Such schemes can then be rolled out with greater certainty that they will operate effectively and deliver the benefits that have been anticipated.

The Deliverables from the project will allow decision-makers to make an informed decision on whether or not to proceed with the development of a Business Case for deployment of Variable Speed Limit applications and the likely scale of benefits that might accrue as a result This should ensure that future deployments are undertaken as cost effectively as possible and that the economic case for investing in such tools is maximised in the future.
