Project detail

The regeneration of Liverpool City Centre is a key element in the renaissance of Merseyside. In March 2003, Faber Maunsell, in association with Camlin Lonsdale and King Sturge, were appointed by Liverpool City Council to develop the City Centre Movement Strategy (CCMS) for the City Centre North area with the aim of improving transportation infrastructure. The objectives of the CCMS are to improve accessibility to the City Centre to aid economic regeneration, create a people friendly City Centre, make best use of the City Centre’s key transport, support the improvement of the City Centre’s architecture and townscape and ensure that measures can be funded and implemented. These are to be achieved through a balanced approach and by prioritising sustainable modes whilst also providing for access by car. The strategy report identified and prioritised a number of schemes totalling £60m required to successfully achieve the CCMS objectives.

The CCMS strategy report identified the conversion of Tithebarn Street and Chapel Street to two-way operation as an important early scheme package necessary to relieve a parallel route of through traffic. Faber Maunsell were appointed to undertake the detailed design of the Tithebarn Street/Chapel Street works in November 2003. Tithebarn Street/Chapel Street are a 750m long local distributor road through the Commercial district in the city centre. The detailed design included its conversion to two-way operation including a length of contra-flow bus-lane, re-paving the footway, resurfacing the carriageway, street lighting design and 5No traffic signal installations.

Construction works commenced in February 2005, and are currently programmed for completion in February 2006. During implementation, Faber Maunsell are undertaking the Supervisor and Planning Supervisor roles as identified in the New Engineering Contract.
