Strategy and Plan Development
Faber Maunsell has been responsible for leading a number of major multi-modal studies in recent years and has contributed to the development of future transport strategies at national, regional and local level.

Work Areas
The development of strategies and plans is a key part of the transport planning process. Over the years, there has been an increasing recognition that the provision of new highway infrastructure and the increased mobility that it brings simply serves to generate additional demand for travel by private car. Consequently there has been a greater emphasis on encouraging travel by other modes, and consideration of the external costs that car travel (and road freight) impose on society through congestion and pollution.
As the emphasis of national, regional and local governments has changed, Faber Maunsell has been able to offer the combination of skills required to develop policies to serve new transport strategies.
We use the combination of our modelling, appraisal, consultation and research skills to develop strategies that satisfy national and local objectives, whilst seeking the views and consensus of stakeholders.
Our Clients
At the national level in the UK, we have undertaken research work for the Department for Transport, the Strategic Rail Authority, the Highways Agency, the Department for the Environment, Food and Rural Affairs and for the Commission for Integrated Transport.
At the regional level, we have contributed to the development of regional transport strategies for the North East and the East of England, to London's development of congestion charging and have undertaken research studies into infrastructure of national significance on behalf of all the Regional Development Agencies. We have researched the impacts of congestion charging for Yorkshire Forward and developed tools to monitor accessibility for the North West. We have undertaken major multi-modal studies for London to South Midlands, M60 junctions 18 to 12, Hull East-West Corridor and Cambridge to Huntingdon.
At the local level, we have assisted a large number of UK Local Authorities in the development and monitoring of Local Transport Plans, and in their submissions to government for the funding of major schemes within those plans.
Our Approach to Strategy Development
Faber Maunsell's approach to strategy development is always customised to meet the requirements of individual projects, but typically is built up from the following elements:
- A detailed understanding of current travel patterns and problems
- Consultations with interest groups
- Development of transport options, including policies and infrastructure, across all modes
- Model predictions of future travel demand, in total and by mode
- Construction of initial strategies
- Testing of strategies with the transport model and appraisal against objectives
- Refinement of strategies and further testing and appraisal
- Consultation on main options
- Selection and presentation of the preferred strategy
